The short answer
Meta charges for the WhatsApp Business API per message delivered, at a rate set by the recipient's country and the message type. For UAE numbers, from 1 October 2026 the published rates are about:
| Message type | Example | Rate per message (UAE) |
|---|---|---|
| Marketing template | Offers, new launches, re-engagement | AED 0.2115 |
| Utility template | Booking confirmations, order updates, reminders | AED 0.0576 |
| Authentication template | One-time passwords | AED 0.0576 |
| Service message | Replies within 24 hours of a customer's message | First 1,000 a month free, then AED 0.0576 |
On top of Meta's rates, your WhatsApp provider (the platform you send through) usually charges a monthly fee or a small markup. Always check Meta's official rate card for the current figures.
What changed on 1 October 2026
Meta moved from charging per 24-hour conversation to charging per message in July 2025. The October 2026 update changed what's free, according to published summaries from WhatsApp providers:
- Service messages are no longer unlimited. Replies you send within the 24-hour window after a customer messages you were free. Now each business phone number gets 1,000 free service messages per month, and the rest are charged at the service rate. The allowance resets monthly and doesn't roll over.
- Utility templates inside the 24-hour window are now charged. Order and booking updates sent while a conversation is open used to be free. They're now billed at the utility rate.
- Marketing and authentication pricing didn't change.
- Free entry point conversations stay free. Conversations that start from a click-to-WhatsApp ad or a Facebook page call-to-action still have a free window.
For most small and mid-sized Dubai businesses the change is modest, but a busy support line or an AI chatbot that sends many replies will now see service messages on the bill.
Monthly cost examples
These use Meta's UAE rates only, before your provider's fees.
A real estate brokerage sends 2,000 marketing messages about new launches, 1,500 viewing confirmations and reminders, and 3,000 replies to enquiries:
- Marketing: 2,000 × AED 0.2115 = AED 423
- Utility: 1,500 × AED 0.0576 = AED 86
- Service: (3,000 − 1,000 free) × AED 0.0576 = AED 115
- Total: about AED 624 a month
A clinic sends 1,200 appointment reminders and 800 replies, with no marketing:
- Utility: 1,200 × AED 0.0576 = AED 69
- Service: 800 replies, inside the free 1,000
- Total: about AED 69 a month
Marketing messages cost roughly four times more than utility messages, so they usually dominate the bill.
How to keep WhatsApp costs down
- Use the right template category. A booking confirmation is a utility message. Don't wrap promotions in it; Meta may recategorize the template as marketing.
- Segment marketing broadcasts. Sending a launch to the 500 people who asked about that area costs far less than blasting 10,000 contacts, and gets fewer blocks.
- Let customers start the conversation. Click-to-WhatsApp ads open a free entry point window, and inbound leads from portals and your website start conversations you can reply to.
- Combine replies. One complete answer costs less than several short messages, and reads better.
- Automate the first reply. A fast, useful first reply means fewer follow-up messages and more booked viewings. That's what a WhatsApp AI agent is built to do.
- Track cost per lead, not per message. A message that books a viewing is cheap at any rate.
WhatsApp Business App vs WhatsApp Business API
| WhatsApp Business App | WhatsApp Business API | |
|---|---|---|
| Cost | Free | Per-message pricing plus provider fees |
| Users | One phone, a few linked devices | Whole team, shared inbox |
| Automation | Simple greeting and away messages | Chatbots, AI agents, CRM integration |
| Bulk messaging | Broadcast lists, limited | Approved templates at scale |
| Best for | Sole traders and very small teams | Teams handling many enquiries |
If several people answer WhatsApp for your business, or leads come from Property Finder, Bayut, Dubizzle and ads at once, the API is worth it. See WhatsApp automation in Dubai and property portal lead automation.
